The N2K-2248TP-E FEX is not supported on Nexus 7000 Series routers until NX-OS Version 6.1(1). The fix for this issue is to upgrade to NX-OS Version 6.1(1) or later. After you complete the upgrade, the FEXs will come online.
The third table in the Cisco Nexus 2000 Series Fabric Extenders Data Sheet describes the minimum version of code needed for the N2K-2248TP-E.
