Investigation

mongod.log: 
W CONTROL [PeriodicTaskRunner] Server certificate is now invalid. It expired on 2020-09-13T20:46:27.000Z
F NETWORK [main] The provided SSL certificate is expired or not yet valid.
Fatal Assertion 28652 at src/mongo/util/net/ssl_manager.cpp 1120
Splunkd.log:
WARN X509Verify - X509 certificate (O=SplunkUser, CN=SplunkServerDefaultCert) should not be 
used, as it is issued by Splunk's own default Certificate Authority (CA). This puts your 
Splunk instance at very high-risk of the MITM attack. Either commercial-CA-signed or 
self-CA-signed certificates must be used.

Resolution

The error/warn message indicates SSL certificate is expired and is not correct,

Update the server certificate and then check the kvstore status by running the following command: 
./splunk show kvstore-status
