Q. Can I assign multiple phone books to a system in TMS?

A. Yes, when multiple phone books are assigned to a system each phone book will appear as a folder for systems that support Corporate Directory. For systems that do not support Corporate Directory, multiple phone books will be merged into the Global Directory.

TMS 12.5

Starting with TMS 12.5, the phone books in TMS are also hierarchical, so that a phone book on any level may contain any number of sub-folders treated as separate phone books. Make sure to set the correct level phone book for the endpoint.
