Introduction
When trying to access the Cisco Unity System Administrator (SA) web page, this error message is received:
The machine-default permission settings do not grant Local Activation permission

Note: This document applies only when you are using Anonymous authentication to access the Cisco Unity SA web page.
Components Used
Note: This applies only if you have set permissions using the Permissions Wizard for Cisco Unity 4.x or earlier. Permissions Wizard for Cisco Unity 5.0(1) and later grants the required DCOM permissions.

This error is received when trying to access the Cisco Unity SA web page:

Description:
The machine-default permission settings do not grant Local Activation permission
for the COM Server application with CLSID
{60EB7702-6A7A-11D1-8029-00C04FAD610B}
to the user ABCD\IUSR_ABCD SID
(S-1-5-21-3197805965-225076588-2059277970-1003). This security permission can be
modified using the Component Services administrative tool.
Solution
In order to resolve this issue, go to the Component Services and give IUSR_<servername> access to AvCsGateway by performing these steps:

Go to Start > Program > Administrative Tools > Components Services.

Expand the Component Services to Computers > My Computer > DCOM Config.

Right-click AvCsGateway, then choose Properties.

Click the Security tab.

Under Launch and Activation Permissions, click the Edit button. Click the Add button and add user IUSR_<Servername>, checking all of the allow boxes.

Under Access Permissions, click the Edit button. Click the Add button and add user IUSR_<Servername>, checking all of the allow boxes.

Click OK.

Click OK.

In the Services applet, restart the Distributed Transaction Coordinator service.
