General Information

All Cisco products are assigned Export Control Classification Numbers (ECCN). Products with encryption are further distinguished by the use of an encryption note that Cisco uses to drive the rules for stocking products. For a complete list of Cisco products and encryption notes, please use the Public Export Product Data tool.

Cisco manufactures strongly encrypted products that fall into two different U.S. Bureau of Industry and Security classifications. While the ECCN may be the same, the encryption note is the factor that determines the regulatory treatment by Cisco.

Unrestricted

Following is an example of how unrestricted is shown in the Public Export Product Data tool.

Encryption value:

Unrestricted: 15 CFR Part 740.17(b)(3) "Unrestricted".

Restricted

Export Hold:

Restricted products are normally placed on export hold to ensure licensing and compliance checks.

Please note: Cisco products may not be delivered or used in any of the following embargoed countries: Cuba, Iran, North Korea, Sudan and Syria. In addition, Cisco products may not be delivered or used by any sanctioned or restricted entities unless a U.S. Department of Commerce license has been issued.

Stocking Policy for Unrestricted Product Stocking

Unrestricted Product stocking is permitted except for the following uses:

1. No end use in embargoed countries.
2. No end use by sanctioned entities.

Export License Required:

Not unless the end user falls into one of the two exception categories.

Reporting Requirements:

Reporting of first-tier sale (ship to) is required (and end user if end user is the same as first sale). End user is also required if it is known at the time of the transaction.

What to report:

1. Name.
2. Address (no P.O. Box).
3. Date.
4. Product Description.
5. Quantity.

Stocking Policy for Restricted Encryption Product Stocking

All Cisco partners, installers, and resellers are permitted to stock Cisco restricted encryption product in the following EU license-free zone countries.

Austria, Australia, Belgium, Bulgaria, Canada, Czech Republic, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Iceland, Italy, Japan, Latvia, Lithuania, Luxembourg, Malta, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, United Kingdom, and the United States.

Product Stocking

Product stocking is permitted within the EU license-free zone. Only Cisco Certified Stocking Partners may stock restricted encryption products outside the EU license-free zone.

Restricted product stocking is permitted within the EU license-free zone except for the following uses:

1. No end use in embargoed countries.
2. No end use by sanctioned entities.

Export License Required

1. No license is required for orders with an end user located in the EU License-Free Countries.
2. Government and Military end users outside of the EU License-Free Countries normally require an export License unless they fall into one of the licensing exceptions. Please review export licensing requirements at the License page.

End-user and actual install site information is required.

What to report:

1. Name.
