To use the Cisco® Unified Border Element (previously known as Multiservice IP-to-IP Gateway) and H.323 Gatekeeper features on Cisco IOS® Software, customers must purchase feature licenses. The Cisco Unified Border Element and H.323 Gatekeeper are primary components of a voice-over-IP (VoIP) and video-over-IP network design that allows control, management, and routing and helps ensure quality of service. This document describes the feature licenses available and the router platforms and software versions to which they apply.
1.1 Cisco IOS Software Licenses
The Cisco IOS Software license is commonly referred to as Cisco IOS Software. This type of license includes the right to use a particular Cisco IOS Software release and feature set on one router. For example, Cisco IOS Software Release 12.4(15)T3 "Enterprise Services" for the Cisco 3845 Integrated Services Router, ordered as part number S384ES-12418, corresponds to the software image called c3845-entservicesk9-mz.124-15.T3.bin.
The Cisco Unified Border Element has different kinds of features that are broadly classified under four categories:
A Basic voice
B Voice security
C Gatekeeper
D Lawful intercept
You need to select appropriate Cisco IOS Software depending on the features you need. Table 1 shows some examples of different Cisco IOS Software feature sets with Cisco Unified Border Element functionalities.

1.2 Cisco IOS Software Feature Licenses
Another type of license, Cisco IOS Software feature license, is commonly referred to as a feature license. In some cases, additional value-added functions are provided in software images but the base Cisco IOS Software license does not cover them. Cisco offers the right to use these features through a feature license.
For example:
• To use the H.323 Gatekeeper feature on a Cisco 7301 Router, the H.323 Gatekeeper feature license, FL-GK-IPIP7301, is required.
• To use the Multiservice IP-to-IP Gateway feature on a Cisco 3745 Multiservice Access Router, the IP-to-IP Gateway feature license, FL-INTVVSRV-3745, is required.
• Beginning with Cisco IOS Software Release 12.3(7)T in March 2004, the H.323 Gatekeeper and Multiservice IP-to-IP Gateway (Cisco Unified Border Element) features can run concurrently on the same hardware platform. In this case, the H.323 Gatekeeper feature license, FL-GK-xxxx, provides the right to use both the H.323 Gatekeeper and the Multiservice IP-to-IP Gateway features.
Note: A feature license conveys the right to use a feature, but it cannot add a feature to a software release or software image that does not support it. For example, purchasing a Gatekeeper feature license for Cisco IOS Software Release 10.0 or for the IP release for the Cisco 3745 will not upgrade the software to support the Gatekeeper features. Choose a software release that supports all required features and then choose any necessary feature licenses.
The Cisco Unified Border Element provides the control and demarcation point at the enterprise network edge for H.323 and Session Initiation Protocol (SIP)-based voice and video services over IP. You could use this functionality to provide a secure boundary between independent administrative domains or simply as a proxy for enriched services within a single administrative domain. The Cisco Unified Border Element performs many of the same functions as a traditional time-division-multiplexing (TDM) based public switched telephone network (PSTN)-to-IP gateway, but it supports two IP call legs, as opposed to a TDM leg and an IP call leg.
Two types of Cisco Unified Border Element licenses are available. Either one can be used depending on your need.
1.3.1 Pay-as-You-Grow License
This capacity-based license scheme is designed to allow a low entry point for customers with limited IP trunking needs initially. More licenses can be added later in step with customer needs, thus offering pay-as-you-grow benefits. It comes as bundle of 25 (FL-CUBE-25) or 100 (FL-CUBE-100) sessions. FL-CUBE-25 will give you 25 simultaneous call sessions. This license is available only on Cisco 28xx and 38xx platforms.
1.3.2 Flat License
This licensing scheme allows the maximum number of concurrent sessions supported by the platform chosen (example: FL-INTVVSRV-3845). This license is available only on "INT VOICE/VIDEO, IPIP GW, TDMIP GW" images. Examples:
• INT VOICE/VIDEO, IPIP GW, TDMIP GW
• INT VOICE/VIDEO, IPIPGW, TDMIP GW AES
• INT VOICE/VIDEO GK, IPIPGW, TDMIP GW AES, LI.

Table 3 displays a list of licenses created for the Cisco Unified Border Element. Use these feature licenses when you purchase the Cisco Unified Border Element separately. When you configure a system, the Cisco Unified Border Element feature license will be presented when you select any of the Cisco IOS Software images containing the Cisco Unified Border Element.
The Cisco IOS Software images listed in Table 3 do not support voice gateway interfaces to connect to circuit switched/TDM devices (for example, FXS, FXO, T1, E1, and so on). Use the Cisco IOS Software Enterprise Services image to run TDM-to-IP voice gateway plus Cisco Unified Border Element features concurrently.
