Hong Kong or Singapore Trade Process

Overview

Cisco Equipment trans-shipping Hong Kong or Singapore that is ECCN 5A002 or 5D002 requires a local Hong Kong Export, or Singapore license to be shipped from those locations. These are local rules for these two countries and will be additional requirements to any US requirements that these shipments may have.

For Hong Kong:
Unrestricted gear requires a license but does not require an end user statement.
Restricted gear requires a license,  and an additional  end user statement for government and military end users.
 
For Singapore:
Unrestricted gear requires a license but does not require an end user statement.
Restricted gear requires a license,  and an additional  end user statement all users whether civilian, military, or government

The exporter of record is responsible for getting that license. The Exporter of record is the company controlling the shipment out of Hong Kong.  Cisco will be applying for the license on behalf of our customers.

Hong Kong End-User Statement (government and military orders only)

This process is explained in every e-mail sent to the end user from Export Operations.

The Hong Kong Trade Authority (HKTID) requires a Hong Kong End-User Statement to approve the transfer of strategic controlled goods from Hong Kong to government and military end users, as part of the export license from Hong Kong.  (except to the following countries: all EU countries, a current list is available at http://www.eurunion.org/states/offices.htm), Australia, Canada, Japan, New Zealand, Norway, Ukraine and the United States).

Civilian orders do not require a Hong Kong End User Statement.  All 002 orders do require a Hong Kong license.

Cisco agent, SCHENKER INTERNATIONAL (H.K.) Ltd., will apply for a permit to export the goods on your behalf.

Cisco Export Operations and our Hong Kong partner Schenker will assist you in preparing this form by reviewing it to ensure it is complete, and acting as your agent with the Hong Kong Trade Authority.

It takes 10 to 14 working days for the HKTA to approve a Hong Kong Export License (after it has been accepted by Schenker).

Please note there are no country exceptions for Singapore End User Statements - Singapore requires an End User Statements for all countries.

Who can prepare this form?

The Hong Kong End-User Statement must be prepared by the end user/install Site

Export Operations will either send you a pre-populated form or you can complete the Hong Kong End-User Statement PDF form. For assistance preparing this form, see the following detailed instructions.
 
Attach a soft copy of the completed form in an e-mail and send to Export Operations, please include the Sales Order number in the subject line of the e-mail.
 
Export Operations will review the form and will e-mail you to let you know if the order has been approved, or if you need to make any changes to the form.
 
When the form is approved by Export Operations, send the original completed form by courier to:

SCHENKER INTERNATIONAL (H.K.) Ltd. will confirm receipt to Export Operations, and will prepare the Hong Kong License application and submit it to the Hong Kong Trade Department (HKTID).
 
SCHENKER INTERNATIONAL (H.K.) Ltd. will inform Export Operations when the HKTID has released the local hold.

Who is Exempt from this process?

There are no countries exempt from the license process, however from Hong Kong, there are countries exempted from providing an end user statement. Countries exempted from Hong Kong End-User Statement: all EU countries (a current list is available at http://www.eurunion.org/states/offices.htm), Australia, Canada, Japan, New Zealand, Norway, Ukraine and the United States.

Group End-User Statements

 
If you are a Partner Shipping in excess of US$1 million worth of product through Hong Kong every six months, you may qualify for a Group End-User Statement.
 
Please contact Export Operations if you have a partner you believe qualifies; Export Operations reaches out to Customer Services when we have candidates for this process.
 
Group End-User Statements are not available for Singapore.

The customer must complete the Hong Kong End-User Statement as follows:


  1. End User Information: End User Name, Address, Telephone Number, and Fax Number.
  2. Describe goods: is requested, list the Major then Minor restricted line items from the order that contain encryption: CISCO3825 QTY:XX USDXXXX (Value for both major and minor line items) : S384ASK912403 QTY:XX. 1. [Example: CISCO 3825 QTY: 05 USD 37,000; S384ASK912403 QTY 07]
  3. Intended Use: Do not change this part of the form. Leave "Internal IT Connection". Please note goods must be priced in US Dollars, and prices must have the prefix USD. Not using the USD prefix can cause the form to be rejected.
  4. Destination Country: Insert destination Country
  5. Signature of Sender
  6. Sender's name in block letters [Example JOHN SMITH]
  7. Signature Date
  8. Signer's position with the company
  9. Company Chop: This is the actual original seal/stamp of the company. The company chop must have the same company name as listed in Item 1.
    If your company chop is not in English, you must include a Declaration Letter, on letterhead, stating the English name of the company. See Example 1.
    If you do not own a company chop/stamp, a Declaration Letter on company letterhead will be required that states: "We, (Company Name), do not own an official company chop".
    This must include signature and date. See Example 2.

Singapore End-User Statements

The Singapore Trade Authority requires a Singapore End-User Statement to approve the transfer of strategic controlled goods from Singapore. This end-user statement is part of the documentation required to release goods manufactured in Singapore.

All restricted encryption products that trans-ship Singapore are affected by this requirement. Cisco agent, SCHENKER INTERNATIONAL (Singapore) Ltd., will apply for a permit to export the goods on your behalf.

Cisco Export Operations will assist you in preparing this form by reviewing it to ensure it is complete, and Schenker will act as your agent with the Singapore Trade Authority.

It takes 2 to 3 working days for the Singapore Trade Authority to approve a Singapore Export License (after it has been submitted by Schenker).

Who can prepare this form?

The Singapore End-User Statement must be prepared by the end user/install site. This process is explained in every e-mail sent from Export Operations. Company stamps/chops are not mandatory on Singapore End-User Statements. Export Operations will monitor the order and release it as soon as all the requirements for the order are completed.

Fill out a Singapore End-User Statement.


The customer must complete the Singapore End-User Statement as follows:

  • The end-user name in the order must match the end-user name on the end-user statement.
  • Print the statement on end-user company letterhead. If you do not have company letterhead, you must attach a declaration stating so.
  • Write the company name clearly, as per letterhead company registration name.
  • Complete all the blank fields except Production Description, Category Code, HS Code, and Type fields.
  • Declare intention of use.
  • Declare country location of end user.
  • Write the contact name and provide an authorized signature.
  • Company website URL is mandatory, or explanation why there isn't one.
  • Include company stamp/chop. This is not mandatory.
  • Send the form by e-mail to exportops@cisco.com and copy sin.ciscocs@dbschenker.com for confirmation that form is complete.
