In 2005 Cisco IT was ready to deploy several new technologies but learned that it would have to wait until the IP infrastructure was upgraded. The network upgrade policy had been instituted several years earlier when Cisco started to defer capital expenditures for refreshing its production IP network to free budget resources for time-sensitive projects. Cisco IT responded to the situation by establishing the IT Fleet Management Program, an ongoing program to continually refresh the core IT infrastructure in phases so that Cisco can adopt new technologies without waiting for a network upgrade.
