Problem Description
When CallManager 5.1.1.1000-7 Differentiated Services Code Point (DSCP) settings are set to enable, Quality of Service (QoS) prioritization for voice will not take effect. The result is poor voice quality when the network traffic is heavy.
Background
When a new installation of CallManager 5.1.1.1000-7 occurs, the DSCP and QoS values used for both Skinny (SCCP) signaling and Real-time Protocol (RTP) are incorrect.
The values in the actual packets coming from CallManager are incorrect for both SCCP and RTP, as well as the values the endpoints are instructed to use for RTP in the StartMediaTransmission messages.
Problem Symptoms
With both DSCP and QoS, packet markings are incorrect and invalid. Phones are receiving incorrect DSCP markings on Real-time Protocol (RTP) streams due to the value sent in the StartMediaTransmission message from CallManager.
Poor voice quality will result for users of CallManager 5.1.1.1000-7 on networks with heavy traffic.
Workaround/Solution
Upgrade to CallManager 5.1(1a).
