Product Overview
To use the Cisco IOS® Software features H.323 Gatekeeper, IP-to-IP Gateway, or H.323 Multimedia Conference Manager (MCM), customers must purchase feature licenses. The H.323 Gatekeeper, IP-to-IP Gateway, and H.323 MCM are key components of a voice- and video-over-IP network design that allows control, management and routing, and ensures quality of service. This document describes the feature licenses available and the router platforms and software versions to which they apply.
Cisco IOS Software Licenses
The Cisco IOS Software License is commonly referred to as Cisco IOS Software. This type of license includes the right to use a particular Cisco IOS software release and feature set on one router. For example, Cisco IOS Software Release 12.3(7)T ENTERPRISE PLUS/H323 MCM for the Cisco 3745 Multiservice Access Router, ordered as part number S374APU-12307T, corresponds to the software image called c3745-jsx-mz.123-07.T.bin
Cisco IOS Software Feature Licenses
Another type of license, Cisco IOS Software Feature License, is commonly referred to as a feature license. In some cases, additional value-added functions are provided in software images but the "base" Cisco IOS Software License does not cover them. Cisco offers the right to use these features through a feature license.
For example:

To use the H.323 Gatekeeper feature on a Cisco 3745 Multiservice Access Router, the H.323 Gatekeeper Feature License, FL-GK-NEW-3745 is required.

Note: A feature license conveys the right to use a feature, but it cannot add a feature to a software release or software image that does not support it. For example, purchasing a Gatekeeper Feature License for Cisco IOS Software Release 10.0, or for the IP release for the Cisco 3745, will not upgrade the software to support the Gatekeeper features. Choose a software release that supports all required features, and then choose any necessary feature licenses.
Orderable Product Numbers
H.323 Gatekeeper Feature Licenses
A list of licenses created for the H.323 Gatekeeper is displayed in Table 1.
1 An `=' (equal sign) after the Product Numbers in Table 1 indicates a spare which is orderable separately without a complete system purchase. Spare Product Numbers are typically used for system upgrades.
2 All FL-MCM-NEW- product numbers are obsolete and you cannot order these after March 1, 2004. FL-GK-NEW- product numbers replace FL-MCM-NEW- product numbers.
Video-Enabled IP-to-IP Gateway
The Cisco Multiservice IP-to-IP Gateway can be used to provide quality of service (QoS) features for video endpoints in place of the MCM/Proxy using Cisco IOS Software Release 12.3(4)T or higher. The IP-to-IP Gateway provides new features not available with the MCM/Proxy such as:

How to Order an H.323 Gatekeeper
When configuring a system, the H.323 Gatekeeper Feature License will be presented when any of the Cisco IOS Software images containing the H.323 Gatekeeper features are selected. The list of appropriate Cisco IOS Software images appears in Table 2.
Cisco Multiservice IP-to-IP Gateway Feature Licenses
The Cisco Multiservice IP-to-IP Gateway enhances the existing capabilities of H.323 based voice- and video-over-IP as an additional control and demarcation point in the network. You could use this functionality to provide a secure boundary between independent administrative domains or simply as a proxy for enriched services within a single administrative domain. The IP-to-IP Gateway performs many of the same functions as a traditional a PSTN-to-IP gateway, but it can also act on two IP call legs, rather than only on calls consisting of a TDM and an IP call leg.

Table 3 displays a list of licenses created for the IP-to-IP Gateway. Use these feature licenses when you purchase the IP-to-IP Gateway separately from the H.323 Gatekeeper. When configuring a system, the IP-to-IP Gateway feature license will be presented when any of the Cisco IOS Software images containing the IP-to-IP Gateway are selected.
Note: The IOS images listed in Table 3 do not support voice gateway interfaces to connect to circuit switched / TDM devices (e.g. FXS, FXO, T1, E1, etc.). Use Cisco IOS ENTERPRISE PLUS/H323 MCM to run TDM-to-IP voice gateway + IP-to-IP Gateway features concurrently.
