Since 1986, the average tax rate on local phone bills
has risen from 10.7% to 17.6%, up 62% from an average
of $1.51 in 1986 to $2.41 in 1998. (Progress & Freedom Foundation,

- TELECOM, MULTIPLE TELEPHONE TAXES:
There are approximately 37 different types of taxes levied
on telecommunications services by state and local governments
in the United States. (Progress & Freedom Foundation,
Sept. 1999).
- TELECOM, TAXATION: Although Americans
earning under $20,000 annually earn only 9% of total income
in the U.S., they pay 25% of total telecom taxes collected.
