GOVERNMENT AFFAIRS HIGH TECH COMMUNITY – Broadband
Deployment – It is estimated that 2.5 BILLION hours are wasted with
people accessing the Internet via dial-up. Broadband access, or always-on,
high-speed Internet, allows productivity increases, standard of living
increases and new applications that haven't even been thought of.
Broadband can be delivered via satellite, wireline, wireless, cable,
fiber and technologies are being tested for access through electrical
wires. Broadband is the future of the internet and the future of communications.

HAS HANDED OVER 163 LINES TO RIVALS - British Telecommunications has
handed over only 163 of its residential lines to rival operators as
part of plans to throw open its local network to competition.
The figures underline how far attempts to unbundle the "local
loop" - the last mile of the network between local exchanges

COMMERCE SECRETARY ON 3G - Commerce Secretary Donald Evans sent a letter
to FCC Chairman Michael Powell regarding plans to "identify additional
spectrum for third generation (3G) advanced mobile wireless services."
He stated that this will be done "with additional time".
While the Clinton administration had developed a plan, and set a timetable
for identifying and allocating spectrum for 3G wireless systems, Evans
stated that "I have directed the Acting Administrator of the
National Telecommunications and Information Administration to work
with the FCC to develop a new plan for the selection of 3G spectrum."

TOP COMPANIES PRESS INTERNET PRIVACY CONCERNS - Executives
from IBM, General Motors, Proctor & Gamble and Amazon.com pressed
US Congress on Thursday not to create specific privacy legislation
that would target online commerce, claiming the industry already takes
adequate measures to keep customer information private.

ATTORNEY GENERAL ATTACKS CYBER CRIME - Attorney General John Ashcroft gave
a speech in which he announced the formation of nine new units at
the Department of Justice named Computer Hacking and Intellectual
Property (CHIP) units. The new units will prosecute computer intrusions,
copyright and trademark violations, theft of trade secrets and economic
espionage, theft of computer and high tech components, fraud, and
other Internet crimes. One such unit already exists for the San Francisco
area. New units will be created for Los Angeles, San Diego, Atlanta,
Boston, New York City, Dallas, Seattle and northern Virginia. The
CHIP units will be staffed with a total of 77 people, of which 48

AEA STATE
GOVERNMENT MEETING IN TEXAS – Michelle Mallory Peacock, Cisco’s State
Government Affairs Manager this week attended the AeA (American Electronics
Association) State Policy Action Network (SPAN) meeting in Austin,
TX. This state government-focused group discussed a wide range of
issues including education, broadband deployment and internet tax.
AeA's President and CEO Bill Archey kicked off the meeting
with a presentation on the political dynamics in Washington, DC and
their implications on the High Tech industry and state public policy.
On Friday they were scheduled to host Sandy Kress, Special Education
Advisor to President Bush who will address the group on education
issues and Texas Attorney General John Cornyn who is expected to speak
on privacy.

BUST REVERBERATING ACROSS THE ENTIRE U.S. ECONOMY - The impact reverberates
far beyond telecom carriers and their equipment suppliers, down through
a food chain that reaches into almost every corner of the economy,
from metalworking shops in San Jose to commercial real estate in Dallas.
The telecom bust has also wiped out almost $2 trillion in stock market
wealth, losses which are damping household spending. Billions more
stand to be lost on defaulted telecom debt, which is beginning to
affect borrowing costs for other companies.

AND STATS OF THE WEEK:
USING BROADBAND
AT HOME AND AT WORK - According to Multimedia Research Group, Inc.,
there will be more than 15 million broadband subscribers worldwide
in 2001 and 30 million by 2004. Multimedia also finds that an additional
24 million have broadband access via their offices’ local area network
(LAN) in 2001. The report mentions that in the US, cable modem will
lead DSL connectivity while the reverse will be true in other markets
throughout the world.
WIRED HOUSEHOLDS
IN THE UK - J.D. Power and Associates reports that the number of households
online in the UK rose from 28% in 2000 to 32% in 2001. Households
spend an average of 7.4 hours per week on the 'net
in 2001-- up from 5.5 hours per week in 2000. Only 5% of connected
households in 2001 are using a cable modem to go online and only 2%
are using asymmetric digital subscriber line (ADSL) connections.
NEARLY ONE-QUARTER
OF JAPAN ONLINE - The number of people in Japan who access the 'net
through personal computers reached 30.1 million, or 24.2% of Japan's
population, according to a NetRatings Japan survey from June 2001.
23.95 million users say they go online from home, a 15.1% increase
over the previous month. The number of people surfing the web via
i-mode and other mobile services reached 13.42 million; 5.81 million
of them go online exclusively through mobile devices.

PROVIDERS - According to IDC, the worldwide market for infrastructure
bought
for xSPs
(IDC’s term for all service providers, for example, management, marketing,
application, hardware) in 2000 totaled $88 billion, but will rise
to $212 billion by 2005. In 2000, the breakdown of infrastructure
spending, by segment, goes as follows: 38% for services, 33% for network
equipment, 20% for software, 6% for servers and 3% for storage. IDC
predicts that spending on network equipment will account for 48% of
total xSP spending by 2005.
