FORMER
U.S. TRADE REPRESENTATIVE, AMBASSADOR CHARLENE BARSHEFSKY visited
Cisco this week and met with members of TechNet and the high-tech
industry. She talked about the trade issues that are facing high-tech as well
as discussed her views on what the Olympics mean for China and trade,
the FTAA and the WTO among other topics.
Ambassador Barshefsky was chief trade negotiator and
principal trade policy maker for the United States from 1996 to
2001.
SOUTH KOREA:
THE LAND OF BROADBAND - By 2005, 84% of South Korean households
will be able to access the internet using ultra high-speed -- 20
megabits per second (Mbps) -- broadband connections. The local government
has agreed to carry out a proposal by the Ministry of Information
and Communication, which is set to wire 13.5 million households
with 20 Mbps internet service. The undertaking for this project
will cost a total of 20 trillion won ($15.28 billion), including
17 trillion won ($12.99 billion) from the private sector. Also included
in the plan; wireless access will improve to 2 Mbps by the end of
2005.
NEW GUIDELINES FOR AVAILABLE NETWORK CAPACITY - In February
2001, Oftel forced BT to offer rival ISPs an unmetered wholesale
connection as of 26 February However,
with that decision likely to lead to growth in internet traffic
on BT's network, Oftel s independent technical experts advised that
capacity may not be sufficient to meet the demand for the new wholesale
product ST FRIACO (Single Tandem Flat Rate Internet Access Call
Origination). In response, the guidelines, published in a report
this week, set out how available capacity should be assessed. Where
there is a capacity shortage, the guidelines set out how the network
capacity issues are to be handled.

AT OPEN ACCESS BY CONGRESS - Recent company actions and the decision
of a Virginia court make legislation to require providers of high-speed
Internet access to open their networks "even more necessary
now than it was in the last Congress," according to the author
of an open-access bill in the 106th Congress. Virginia Democrat Rick Boucher, a co-chairman
of the Congressional Internet Caucus, said he is "moving rapidly
toward reintroduction" of a measure that was numbered H.R.

Issue of the week: Broadband Deployment - It is estimated that 2.5 BILLION
hours were wasted with people accessing the Internet via dial-up.
Broadband access, or always-on, high-speed internet, allows productivity
increases, standard of living increases and new applications that
haven't even been thought of. Broadband can be delivered via satellite,
wireline, wireless, cable, fibre and technologies are being tested
for access through electical wires. Broadband is the future of the
internet and the future of communications.

THE CONNECTED USER - According to Japan's Ministry of Telecommunications,
the number of internet users in Japan is expected to double to 87.2
million by 2005. There were
47.08 million users in 2000 and about one-half, 23.64 million, used
a mobile phone to access the 'net. Broadband connections, such as
DSL, are projected to reach 25 million households in 2005. 9.04
million households are expected to use fiber-optic connections,
7.5 million households are anticipated to use DSL connections, and
cable TV connections will rise to 6.25 million households.
USING BROADBAND
AT HOME AND AT WORK - According to Multimedia Research Group, Inc.,
there will be more than 15 million broadband subscribers worldwide
in 2001 and 30 million by 2004. Multimedia also finds that an additional
24 million have broadband access via their offices’ local area network
(LAN) in 2001. The report mentions that in the US, cable modem will
lead DSL connectivity while the reverse will be true in other markets
throughout the world.
