EDUCATION
BILLS TO BE CONSIDERED NEXT WEEK - The House and Senate will meet
next week to discuss HR-1 and S-1, their respective bills concerning
education improvement, also known as "no child left behind."
They will be working to try and meet the President's request
for a finalized bill by the August recess.
AEI - BROADBAND
ACCESS - COMPETITION, REGULATION AND CONSUMER WELFARE - The American
Enterprise Institute this week hosted a forum on broadband with panelists
former FCC Commissioner Harold Furchtogott-Roth and AEI scholars James
K. Glassman and Thomas W. Hazlett.
Furchtgott-Roth called the atmosphere of broadband deployment
"fiercely competitive," comparing it to the rough and tumble
world of professional football in that "some people will get
beaten up real bad." Competition, according to Furchtogott-Roth, is rife in the broadband
industry, an industry that he asserts has no substantial barriers
to entry. Mr. Furchtgott-Roth
blames the flawed theme in Washington that "the government needs
to do something about Broadband" and argues that such cries are
merely overreaction by a government filled with wanna-be heroes.

ADVOCATES INTERNET REGULATION - (From the Introduction) The Internet
has become an increasingly significant part of the lives of Americans.
It is giving people unprecedented direct access to information, building
new communities of interest, increasing economic productivity, promoting
economic and social development in remote areas, and enhancing global
understanding. Because the influence of the Internet is broad, the
policy choices that affect its growth and operations are increasingly
important to us all. The emerging debates center on issues such as
privacy and data protection, intellectual property rights, competition,
protection of children, taxation, and cybercrime, as well as less
discussed matters like domain names and open source code. These debates
are challenging business to consider self-regulation and government
to consider its role in developing uses and protecting users of the
Internet. Just as important are the choices being made about the architecture
of the Internet and how the design of the code itself can affect policy
choices.

E-GOVERNMENT - Sue Bostrom, SVP of the Internet Business Solutions
Group at Cisco Systems, presented to the Women
in International Trade group this week at Hewlett-Packard in Palo
Alto. The presentation, on Architecting the Internet Organization,
illustrated how utilizing the vast opportunities of the Internet can
transform business processes. Focusing
on e-Government as a case study, Bostrom demonstrated how technology
can lead to improved effectiveness and productivity, more appropriate
allocation of people and other resources to improve customer and citizen
satisfaction, and innovation of new services for consumers, citizens,
and employees.

WORKS THE RIGHT-OF-WAY - The Missouri legislature has passed legislation
that would restrict the Authority of local governments to regulate
telecom companies' use of public rights-of-way, according to Nation's
Cities Weekly. The bill is headed to Democratic Gov. Bob Holden
for approval. The measure would prohibit local governments from requiring
telecom
companies
to obtain a franchise to use rights-of-way, but it would not apply
to franchise agreements that were in effect by May 1.

Issue of the week: Broadband Deployment - It is estimated that 2.5 BILLION
hours were wasted with people accessing the Internet via dial-up.
Broadband access, or always-on, high-speed internet, allows productivity
increases, standard of living increases and new applications that
haven't even been thought of. Broadband can be delivered via satellite,
wireline, wireless, cable, fibre and technologies are being tested
for access through electical wires. Broadband is the future of the
internet and the future of communications.

AND STATS OF THE WEEK:
WORKING HARD,
OR HARDLY WORKING? - the latest Nielsen//NetRatings 'net usage report
for the month of June 2001 finds that web usage at work in the US
grew by 23% over the past year.
At-work users went online for an average 43 sessions per month in
June 2001 -- up from 39 sessions per month in June 2000. Nielsen also
reports that at-work users visited 35 unique websites in June 2001
compared to the 28 they visited in June 2000.
B2B 2 GROW
- eMarketplaces or B2B e-commerce should grow 98% in 2 years according
to a May 2001 survey conducted by the Adams Group and Line56. This
survey of CEOs, CIOs, CFOs and other senior-level managers of mid-to
large-sized companies also showed that outside of the e-business and
technology sectors, expectations are even higher with estimates of
a 120% growth in the next 24 months.
INTERNET
POPULATION EXPLOSION IN INDIA - According to IDC India, the internet
population in India will grow by more than eight times to 37.5 million
by the end of 2005. There were 4.47 million unique internet users
in 2000. The home and small business markets are expected to flourish
in the next few years. Internet
use from home is expected to grow by a
computed
annual growth rate of 87% and the small business base will grow by
72% from 2000 to 2005.
