Cairine MacDonald
Cairine MacDonald was appointed Deputy Minister of Management Services and Chief Executive Officer of Solutions BC Shared Services in August 2003. The Ministry of Management Services is dedicated to being "a leader in connecting citizens, communities and businesses with government services and a valued partner in the delivery of innovative services to the public sector".

In June 2001, the Government of British Columbia mandated a change in the way internal services were to be delivered by adopting a shared-services model. The Ministry of Management Services was established to develop the model. In April 2003, Solutions BC Shared Services, government’s new shared services organization, became fully operational. Solutions BC provides common support services, including IT, payroll, accounting, procurement and supply services to all government ministries and to a number of organizations in the broader public sector. British Columbia is the first province in Canada to fully integrate IT services in a shared-services delivery model.

Of particular interest in the BC Model is the mandate for transformation, which sees the Ministry accountable for services to individuals and businesses through Service BC, services to ministries and the broader public sector through Solutions BC and, as well, cross-government initiatives focused on transformation including alternative service delivery, the enterprise portal, e-government, next generation provincial network and service delivery.

As President, EPCOR Energy Services Inc. and as Vice President, Distribution and Transmission, Edmonton Power, Cairine was responsible for the evolution of EPCOR's electricity business during the transition from regulation to competition of the largest retail company in Alberta from 1996 to 2002. Cairine was EPCOR Executive in Residence at the University of Alberta School of Business (CABREE - Centre for Applied Business Research in Energy and the Environment) during the first half of 2003.

Cairine spent fourteen years in telecommunications, culminating as President, TELUS Advertising Services (Edmonton) Inc. Cairine developed an integrated, customer focused approach to delivery of network, data, business and residential services, extending that operational approach to the mobility and advertising sectors.

She took her undergraduate degree at the University of Alberta, MBA at the University of Western Ontario and, more recently, the Advanced Management Program at Harvard.

Cairine represents British Columbia on the Crossing Boundaries National Council, a body that promotes the transformation and improvement of government through a responsible use of information and communications technologies. The Council includes 40 elected representatives and public servants from governments across Canada.
