The purpose of this notice is to describe boot issues with the Cisco7000 series Route Processor. Listed below are the products and images affected, a description of the symptoms, and recommended solutions.

Problem Description
Route Processors (RP) with 16MB of DRAM and configured for the default boot process may not be able to load Flash images because of the amount of memory used by Cisco IOS, configuration files, and initialization processes of feature/protocols configured. When booting from either Flash or a network server, it is possible for a RP to not have enough DRAM to complete the command. This is caused by the default order in which the router must complete the boot commands. To determine if your configuration could run into boot issues, you can view the example below.

The following symptoms may be seen:
Buffer Overflow
The buffer overflow is seen while attempting to load an image into DRAM:

CSCdj18766 Symptom
The following symptom is caused by the CIP microcode not being downloaded.

CSCdi48429 Symptom
When netbooting a Cisco IOS image on an RP, the EPROM image (11.0 and later) does not fully initialize to enable access to the PCMCIA Flash card. Therefore, if an Interface Processor (IP) requires a microcode image to be loaded from Flash, the following error message occurs:
%UCODE-3-RDFAIL: Unable to read ucode file slot0:cip21-3 from flash %UCODE-3-LDFAIL: Unable to download ucode from slot0:cip21-3 in slot 4, trying system ucode
Once the netbooted system image actually comes up, it reads the Flash card successfully. Therefore, this error message causes no loss of functionality.
Solutions
Cisco highly recommends using the following solutions if operating a Cisco 7000 series router with a 16MB Route Processor. Recommendations when Netbooting or Flash booting are also explained below.
Solution Options:

Upgrade to an RP-64MB or an RSP7000:
Cisco recommends upgrading to either an RP-64MB or RSP7000. You can obtain an upgrade through Cisco Customer Service. If you purchased your RP from a reseller or distributor, contact the reseller or distributor, who will arrange for the replacement hardware. Cisco has provided two upgrade options:

If you require Cisco IOS 11.2 features, we recommend upgrading to the RSP7000 or upgrading to a Cisco 7500 Series router.

Install the selected operating Cisco IOS image on EPROM:
Security issues may require you to operate from EPROMs. This solution works fine as long as there are no plans to boot from a network server or from Flash. EPROMs can be ordered through Cisco Customer Service. If you purchased your RP from a reseller or distributor, contact the reseller or distributor.

Modify the configuration register to boot from PCMCIA Flash (if you are running Cisco IOS release 11.0(1) or greater) or onboard Flash (if you are not running Cisco IOS release 11.0(1) or greater).
Configure the Configuration-register to not boot the boot helper image:
If you are utilizing Flash as the primary Cisco IOS source and the EPROMs as the secondary source, you can set bit 4 of the config-register to instruct the system to bypass the EPROMs and go directly to the image stored in Flash.
For example, if your configuration register setting is "0x102," change it to "0x112," as shown below. This will instruct the ROM monitor to try booting from flash without running the boot loader image.

Before you reload the system, verify your register setting by viewing the last line of the show version output. A system reload is required to initiate the new configuration register setting.

If the image in Flash or the network server is corrupted or missing, the router will make five attempts to boot the specified image before booting the EPROM image.

The use of PCMCIA Flash requires Cisco IOS 11.0(1) or later image on EPROMs.

Modify the configuration register to boot from the Network with a full image on EPROM as backup.
You can configure the bootloader to use a Service Provider image (gs7-p or c7000-p) as the boot-helper, as shown below. The image can be stored in the onboard Flash, while the selected operating image will be stored on the PCMCIA Flash. This allows you to have a full image backup on EPROMs.

This option requires Cisco IOS 11.0(1) or greater image on EPROMs.

Using this option successfully may depend on your configuration.

Install Cisco IOS 10.3(X) EPROMs.
Cisco IOS 10.3 releases are not affected by either CSCdj18766 or CSCdi48429.
Note: Using the Cisco IOS 10.3 release successfully may depend on your configuration. Verify that the 10.3(X) release image selected supports your hardware and configuration.

Example of how to determine if your configuration and boot process may be affected by either CSCdj18766 or CSCdi48429.

RP Default Boot Process

Systems boot from the EPROMs as the boot helper (9MB - 2x compressed image size)

Then, load the configuration and enable the features (1-2MB)

Finally, boot the Flash or PCMCIA Flash image (9MB 2x compressed image).
The example below takes up to 18MB of DRAM, which exceeds the amount of physical DRAM causing the symptoms of CSdj18766 or CSCdi49429 shown below.
