Problem Description
During an upgrade of the Catalyst 8540MSR from or to Cisco IOS software versions mentioned below, an ATM interface with tag switching configured may go into going down state, if there's a interface flap after the upgrade.

Upgrade from IOS version 12.1(13)E1 or earlier in 12.1E release - Upgrade to version 12.1(14)E1 or later of 12.1E release

Upgrade from IOS version 12.1(13)E1 or earlier in 12.1E release - Upgrade to version 12.1(10)EY or 12.1(12c)EY of 12.1EY release

Background
Upgrading from or to Cisco IOS software versions mentioned in Problem Decsription causes the problem. With tag switching enabled on an ATM interface of 8540, if 8540 is upgraded from or to Cisco IOS software versions mentioned in Problem Decsription and then, if the tag switching enabled ATM interface flaps, the tag atm interface remains in going down state due to stale output virtual circuit (OVC) corresponding to tag Control VC 0/32 .
Problem Symptoms
Visible symptoms include interface status remaining in the going down state and it does not come up. Few of the ATM interfaces can be seen in going down state in the output of command line interface (CLI) command show int atm x/y/z .
Workaround/Solution

During an upgrade, follow the steps mentioned in any of the Revised Upgrade Procedures .

In case the problem has already occurred, to recover from the problem, soft reset the primary Route Processor by executing reload on the primary Route Processor and this initiates a Route Processor switchover.
Once the switchover is complete, switch recovers from the problem.
Revised upgrade procedures
Procedure#1

Disable tag ip on all the tag ATM interfaces, ATM interfaces where tag ip is configured, before starting the software upgrade.

Complete the software upgrade, with the steps of Route Processor (RP) switchovers, using the steps mentioned in the Upgrading Redundant Route Processors on the Catalyst 8540 document.

Now, enable tag ip on all the ATM interfaces, on which tag ip was disabled in step 1, after the software upgrade.
Procedure#2

Copy the IOS image, to which software upgrade need to be done, into a flash card, slot0:, slot1: and so on.

Set the auto boot variables such that when 8540 is booted next time, it boots with the IOS image copied in the above step.

And now, cold boot the switch by powering it OFF and then ON.
