Problem Description
Due to hardware changes in the Catalyst 2950 switches, some older Cisco IOS® software releases are not supported on the new hardware. This issue will only occur if attempting to down grade a new Catalyst 2950 to an earlier Cisco IOS software release.
Background
Currently for Catalyst 2950 products there are two types of Switching ASICs.
Some Catalyst 2950s require Cisco IOS Software Releases 12.0(5.z)WCy, 12.1(6)EA2a, 12.1(6)EA2b, or 12.1(6)EA2c. Currently the only way to tell the difference between Catalyst 2950 ASICs is through the serial number. Please refer to hardware/software matix below to find the software version(s) with which your switch will operate.

For complete hardware/software compatibility and serial numbers, refer to the matrix detailed in the Limitations and Restrictions section of the Release Notes for the Catalyst 2950 Switch Cisco IOS Release 12.1(9)EA.
Problem Symptoms
When a switch with the new hardware attempts to download an older version of software, the following error message will be displayed:
C2950POST Failure: Ethernet Controller Test: Failed 00:00:07: %STRATA-3- PCI_FIND_FAILURE: The number of asics expected were 1, PCI bus scan found -1
Workaround/Solution
If you encounter the above error message on the Catalyst 2950-12, 2950-24, 2950C-24, or 2950T-24 switches please upgrade to Cisco IOS Software Release 12.1(6)EA2c. DDTS.
