IP VCR records at 720p but plays back at lower resolutions

Why does the IP VCR describe a recording as 720p, but play it back at lower resolutions?

The IP VCR lists the resolution of recordings as the maximum size possible within the channel opened by the endpoint when sending video to the IP VCR. If the endpoint chose to send a video stream smaller than its maximum, for example sending 624x352 down a 720p video channel, then the media recorded will be listed as a higher resolution than it plays back at.
