An ASR1000-RP2 with an old Complex Programmable Logic Device (CPLD) (version earlier than 14111801) is not compatible with the new ASR1006-X and ASR1009-X chassis.
When you boot an ASR1000-RP2 that has an old CPLD (version earlier than 14111801) with an XE3.16.0 RP2 image on the ASR1006-X or ASR1009- X chassis, the messages displayed on the screen are confusing and misleading.
The ASR1000-RP2 requires CPLD version 14111801 (or later) in order to recognize the ASR1006-X or ASR1009-X chassis. If the RP2 is installed with an old CPLD on the ASR1006-X or ASR1009-X chassis, all of the cards will be held in reset except for the Active RP2. The log indicates the active RP2 has an incompatible CPLD and the solution is to upgrade RP2's CPLD.
Besides the RP2 message, false Power Supply and Fan Module alarms are also raised and the messages indicate that the CPLDs on other cards are also incompatible. These messages are incorrect. The line card and Embedded Services Processor (ESP) card CPLDs are fine and are not required to be upgraded.
This sample output is a representation of the incorrect messages that will occur if the active RP2 CPLD is not upgraded. The only Field Replaceable Unit (FRU) that actually requires an upgrade when moved to the ASR1006-X or ASR1009-X is the RP2. All logs and the show platform command state messages are irrelevant except for RP2.
The lines in BOLD are the correct messages that indicate the need to upgrade the RP2 CPLD. All other lines are misleading and can be ignored.

In order to upgrade the RP2 CPLD, complete these steps:
Upgrade CPLD on Route-Processor 0 from current version 10021901 to 14111801 [Press Enter to confirm]
This command could take up to 10 minutes, please wait and do not power-cycle the chassis or the card. Otherwise, hardware may be unrecoverable. It is recommended that all cards are running the same version IOS-XE software prior to the upgrade. At the end of upgrade you will be asked to reload the chassis. [Press Enter to confirm]
