From 2000 to 2003, Laurence worked to establish and build Infrontier, Asian Supply Chain specialists, where he held the position of Chief Operating Officer. Customers of Infrontier include significant Asian pharmaceutical, retail, services and logistics companies.
In New Zealand, Laurence has undertaken work for a wide range of government agencies including: The Treasury, Department of Internal Affairs (including the development and launch of the first all of government web portal New Zealand Government Online - a predecessor to www.govt.nz), Land Transport Safety Authority, Department of Labour, New Zealand Customs, Audit New Zealand, Order of St John, New Zealand Fire Service, National Archives, Ministry of Foreign Affairs & Trade and the Ministry of Justice. He took up the position of Director, E-government Unit in March 2004 and was appointed Deputy Commissioner, Information and Communication Technologies on 1 July 2005.
Laurence has a Master of Arts in Mathematics (Honours) from Cambridge University and a Master of Science (Distinction) in Cybernetics from London University.
