Joe is the Group Director of Programme and Systems Delivery (PSD) and CIO. He was appointed in May 2004 and took up his post on 28 July. He has overall responsibility for IT and for the £3 billion IT Programme which underpins the wholesale modernisation of services on which the DWP is embarked.

Previously, Joe was global CIO for ICI Paints based in London. He joined ICI in 2000 and was responsible for all aspects of IT across the 50 countries in which they operate.

Prior to joining ICI he was global IT Vice President for British Petroleum plc (BP), responsible for their worldwide Applications and Consultancy organisation. He previously worked in a range of roles for BP, which included global CIO of BP Exploration and CIO for their downstream European business based in Brussels. He was also IT director of BP Alaska Inc based in Anchorage and carried out similar roles in Glasgow and Aberdeen.

He was Supply & Trading and Operations Manager for Britoil before BP acquired the company. Prior to that Joe worked for IBM, Unisys and Local Government.

Joe is married with 3 sons.
