The public sector is slowly adopting a one-enterprise point of view, where stakeholders do not need to know which public sector organization or, even, which level of government is responsible for serving them. At the same time, the public sector, at all levels, is realizing the need to serve each other well and effectively. This need is underscored by the reality that there is a need for resources in a competing market, where organizations are effecting matters pertaining to recruitment, retention and retirement, and the broader decisions around the public sector as a desirable place to work.
