The 9.4(1)SR3 SCCP firmware image within the installation program supports the Skinny Client Control Protocol (SCCP) for the following Cisco IP Phone models:
This firmware version is supported on Cisco Unified CallManager Release 7.1.5 and higher.
You need to install the phone firmware as listed below.

To improve software integrity protection, new public keys are used to sign cop files for Cisco Unified
Communications Manager Release 10.0.1 and later. These cop files have “k3” in their name. To install a k3
cop file on a pre-10.0.1 Cisco Unified Communications Manager, consult the README for the
ciscocm.version3-keys.cop.sgn to determine if this additional cop file must first be installed on your specific
Cisco Unified Communications Manager version. If these keys are not present and are required, you will see
the error “The selected file is not valid” when you try to install the software package.
Before using the 9.4(1)SR3 SCCP firmware for Cisco Unified IP Phone models
6921, 6941 and 6961 with Cisco Unified CallManager release 7.1.5 and
higher, you must install the latest firmware on all Cisco Unified
CallManager servers in the cluster. Direct upgrades using signed load files are supported to firmware releases 9.4(1)SR3 from 9.x. To upgrade phones from a load with prior to
9.0(2), you need to upgrade to unsigned 9.x SCCP first, then upgrade to 9.4(1)SR3.
The 9.4(1)SR3 SCCP installation programs for the 6921, 6941 and 6961 are
listed below.

*Note: To use new features added in 9.4(1)SR3 release, you need to use CallManager Version 10.0(1) and higher, with latest CUCM devpack installed. Perform the following procedure:
Step 1 Go to the following URL: http://tools.cisco.com/support/downloads/go/Redirect.x?mdfid=278875240
Step 2 Log in to the Download Software page.
Step 3 In the Make a
selection to continue section, Choose Products
> Voice and Unified Communications > IP telephony.
Step 4 Choose IP Phones > Cisco Unified IP Phones 6900 Series.
Step 5 Choose your phone type.
Step 6 Choose Skinny Client Control Protocol (SCCP)
Software.
Step 7 Choose 9.4(1)SR3 under the Latest Releases folder.
Step 8 Download the files listed in Table 1.
For Cisco Unified CallManager 7.1.5 and higher, you must do all software installations and upgrades by using the Software Upgrades menu options. The system can upload and process only software that Cisco Systems approved.
After the firmware load are installed, the Cisco tftp service needs to restart.
The Cisco IP Phone Model 6921/6941/6961 Firmware version 9.4(1)SR3 SCCP is also supplied in a zip file, as an alternative in case a Cisco Unified CallManager is not available to run the executable installer program. The name of this file is cmterm-69xx-sccp.9-4-1-3SR3.zip.
After unzipping the firmware files, they should be manually copied to the appropriate directory on the TFTP server.
