Online contact appears offline in Jabber Video

Why does a contact who I know to be online appear as offline in Jabber Video?

Jabber Video uses both icons and text to display presence information. In certain situations, such as when the Presence Services are turned off in the Cisco VCS, Jabber Video will not receive presence information. Jabber Video then displays the grey presence icon and ‘No status’.
