Problem
The Refresh Upgrade fails for Versions 8.6.4/ 9.1.1 to 10.X on Cisco Unified Communications Manager IM and Presence Service/Cisco Unified Presence Server (CUPS) with this error in the install logs:

Solution
In order to check if multiple Network Time Protocol (NTP) Servers are configured, log into the operating system (OS) Administration Page > Setting > NTP Server Configuration Page. Ensure that there is a maximum of two or three NTP Servers and try the upgrade again.
The issue is now addressed by Cisco bug ID CSCup73938.
