COLOMBIA-TELECOM TO RECEIVE FOURTH MOBILE LICENSE - Colombia's government plans to directly award the country's fourth mobile license to state-owned telco Colombia Telecomunicaciones (Telecom), a move that has generated controversy in the sector. According to Colombian law, as a state company Telecom can receive the license because the state is required to provide public service directly or indirectly, including mobile telephony.
