Cisco IT in India was required by the local telecom regulator to merge separate PSTN and VoIP infrastructures without merging the calls, and to implement the convergence in a manner acceptable to the regulatory body. Cisco combined both infrastructures onto a single Cisco Unified Communications Manager (formerly Cisco CallManager) cluster that was configured with virtual partitions to maintain the separation between PSTN and VoIP calls.
