cisco macsec between my head office and branch offices

cisco 9500 layer 3 switch in the head office and C3560CX switches in 5 branch offices. ISP gives an interface to the head office, both data vlan and internet vlan. I want to establish macsec between the branches.can anyone support me in macsec setup?

packet loss seen from L3 switch but not from widows machine

Sometimes I see packet loss when pinging from a cisco switch but not from a windows machine connected to the same segment (right behind that L3 switch) pinging the same destination. Any reasons why this could happen? Frin Windows
