Problem Description

The operating systems of most Cisco products that support Daylight Saving Time (DST) have built in mechanisms to automatically change the times, based on current user-selected rules. Once the new DST is implemented, the time on devices that maintain time zone information will continue to change according to the old method, unless changes are made.

Background

On April 30, 2007, the Minister of Internal Affairs issued a statement regarding a change in Daylight Saving Time policy for New Zealand. The change in policy has modified the start and end dates for Daylight Saving Time (DST). Beginning in 2007 and beyond, Daylight Saving Time in New Zealand will start on the last Sunday of September at 2:00 A.M. local time and end on the first Sunday of April at 3:00 A.M. local time.

Specifically for 2007-2008, Daylight Saving Time will begin at 2:00 A.M. local time on September 30, 2007, and end at 3:00 A.M. local time on April 6, 2008.

The old Daylight Saving Time policy dictated that DST started on the first Sunday in October and ended on the third Sunday in March.

On April 30, 2007, Hon Rick Barker, Minister of Internal Affairs, announced a three week extension to the period of daylight saving. Daylight saving now runs from the last Sunday in September until the first Sunday in April.

Problem Symptoms

As a result, the system clock, any applications or log timestamps that BBSM writes to will be off by one hour after September 30, 2007.

The Time Zone Edit Utility (tzedit.exe) can be found at http://download.microsoft.com/download/5/8/a/58a208b7-7dc7-4bc7-8357-28e29cdac52f/tzedit.exe.

For older versions of Windows, users will be able to download Microsoft's free Windows Time Zone Editor to change their settings or change the time manually each year themselves. Windows 2000, Windows NT, Windows 98 and Windows 95 are no longer actively supported by Microsoft. However, business users of Windows 2000 and Windows NT will be able to purchase Extended Hotfix Support and Custom Support Agreements if desired.

The customers can use the Time Zone Editor (Tzedit.exe) to change the Daylight settings, as suggested for US Daylight savings Time 2007.

The tzedit.exe utility can be used to set or change the start and the end dates for daylight saving for time zones, as mentioned in Method 1 in the following Microsoft link:

How to configure daylight saving time for Microsoft Windows operating systems

To verify the changes by using the Date and Time item in Control Panel, follow these steps:

1. Click Start, click Run, type control timedate.cpl,,/Z, and then press ENTER.

2. Click the Time Zone tab, click to select the (GMT + 12:00 (Auckland, Wellington)) time zone, and then click Apply.

3. Click the Date & Time tab.

4. Set the date and time to one minute before the start of DST. For example, change the date and time to September 30, 2007 at 1:59 A.M.

5. Wait one minute. Confirm that the clock moves to 3:00 A.M. instead of 2:00 A.M.

6. Set the date and time to one minute before the end of DST. For example, change the date and time to April 6, 2008 at 2:59 A.M.

7. Wait one minute. Confirm that the clock moves to 2:00 A.M. instead of 3:00 A.M.

8. Set the date and time back to the correct setting.
