This %CCM_LICENSEMANAGER-JAVAAPPLICATIONS issue can be caused by the licensing unit of Cisco Unified Communication Manager.
This issue can occur due to any one of these reasons.

The Cisco Unified Communication Manager has exceeded the maximum number of phone license unit.
-
Usage of phone license units have reached more than 90 percent.
-
There is an overdraft of the license limitation of Cisco Unified Communication Manager.

You have upgraded the Cisco Unified Communication Manager product license.
Confirm your total number of phone license units and how many units used so far, with the help of License Unit Report, before you proceed with the troubleshooting steps.

Error: Invalid or tampered License File
Cisco Unified Communication Manager generates %CCM_LICENSEMANAGER-JAVAAPPLICATIONS-3-CiscoLicenseFileError: License File Error Reason:Invalid or tampered License File App ID:Cisco License Manager error message after you upgrade your unit product license.
Solution
This message generates due to the intermediate license file licupgrade_6.1.lic. Use this CLI command in order to remove this intermediate license file from the Cisco Unified Communication Manager.
file delete license licupgrade_6.1.lic
Error: License units consumption approaching its authorized limit
Cisco Unified Communication Manager generates the %CCM_LICENSEMANAGER-JAVAAPPLICATIONS-1-CiscoLicenseApprochingLimit: License units consumption approaching its authorized limit error message.
This issue can occur when the usage of Cisco Unified Communication Manager phone license units have exceeded 90 percent or exceeded the maximum number of phone license units. Confirm with the License Unit Report before you proceed with the solution.
Solution
The workaround is to add more number of unit licenses in Cisco Unified Communication Manager.
Error: The server encountered an internal error
This error message is received when you upload the license file receive:
type Exception Report message description The server encountered an internal error () that prevented it from fulfilling this request exception javax.servlet.ServletException
Solution
The cause of this problem can be that Tomcat is out of memory. Restart the Cisco Tomcat service through SSH with the help of the utils service restart Cisco Tomcat command in order to resolve this issue.
Error: Upgrades are prohibited during the grace period
After you upgrade the license files and when you upgrade to Cisco Unified Communications Manager 8.6, the Upgrades are prohibited during the grace period error message appears.
Solution
Complete these steps in order to resolve this issue:

Delete the license expiry file with these steps:
cd usr/local/cm/conf/licfiles dir rm licexpiry.txt dir

Restart the license manager service.
