In order to configure queue-limit for a
class, you need to configure atleast one feature that allocates a separate queue
for that class
Explanation If you configure queue-limit command for a class, then that class requires a separate
queue (due to h/w implementation). Since the user has not configured any feature for this class that
allocates a separate queue for that class, the user is not allowed to configure queue-limit for that
class.
