Problem Description

According to a new policy, New Zealand will change Daylight Saving Time.

The Operating Systems of most Cisco products that support Daylight Saving Time have built in mechanisms to automatically change the times, based on user selected rules. Once the new policy is implemented, the time on devices that maintain time zone information will continue to change according to the old rules, unless changes are made.

Background

On April 30, 2007, the Minister of Internal Affairs issued a statement regarding a change in Daylight Saving Time policy for New Zealand. The change in policy has modified the start and end dates for Daylight Saving Time (DST). Beginning in 2007 and beyond, Daylight Saving Time in New Zealand will start on the last Sunday of September at 2:00 A.M. local time and end on the first Sunday of April at 3:00 A.M. local time.

Specifically for 2007-2008, Daylight Saving Time will begin at 2:00 A.M. local time on September 30, 2007, and end at 3:00 A.M. local time on April 6, 2008.

Problem Symptoms

Without the undertaking of the steps described in this notice, the potential problem is that the system time and all timestamps will be incorrect by an hour after 2:00 A.M. the last Sunday in September 2007 until the first Sunday in October 2007 and again the third Sunday in March 2008 until the first Sunday in April 2008.

This can have a major impact on any event correlation activities that are performed as part of normal operations, troubleshooting, and monitoring.

For example, with security related devices, where logs may be captured, correlated, and stored for future reference, this time change could render them incorrect for situations where they need to be recalled to rebuild a sequence of events. The incorrect timestamps may not be an issue for events that get immediate action, but future reference back to these events would reference incorrect times.

In addition, any device with time based controls and activities, such as authentication servers, synchronization activities, and scheduled events, such as batch jobs, timed backups, or automated scripts, would be impacted.

Workaround/Solution

Step 1: Microsoft Updates can be obtained from the Microsoft Support web site:

New Zealand 2007 Daylight Saving Changes

This includes Microsoft's Knowledge Base document links as well as a links to downloadable files.

Using Microsoft's reference pages assures that the latest updates are available.

Step 2: Apply Cisco Unity Connection 1.2.1ES65 posted on the Unity Connection Software Downloads (registered customers only) page. This Engineering Special will update Java 1.5 with the New Zealand DST tzupdater fix for Java 1.5 and all the necessary database changes required to address the timezone changes.

For Unity Connection 2.0

There is currently no workaround or patch for Unity Connection 2.0 that will address the New Zealand Daylight Saving Time changes. The fix will not be available until November, 2007.
