Cisco Quantum Policy Suite for Mobile is a proven carrier-grade policy, charging, and subscriber data management solution. It helps service providers rapidly create and bring new services to market, deliver a positive user experience, and optimize network resources. It also generates new monetization opportunities across 3G, 4G, and LTE access networks, and IMS service architectures.

Features and Capabilities

The Quantum Policy Suite provides an intelligent control plane solution. It includes southbound interfaces to various policy control enforcement functions (PCEFs) in the network, and northbound interfaces to OSS/BSS and subscriber applications, IMSs, and web applications. The Quantum Policy Suite modules are enabled individually or deployed as an integrated end-to-end policy, charging, and service-creation solution.

Core Modules

The Policy Module implements the Policy and Charging Rules Function (PCRF), which provides real-time management of subscribers, applications, and network resources based on service-provider-configured business rules. The Quantum Policy Server controls and coordinates the subscriber’s session across multiple enforcement points in the network, such as gateways, deep packet inspection (DPI) devices, and optimization servers.

The Charging Module supports online charging system (OCS) services with real-time rating rules. The Quantum Charging Server offers an easily deployed, prepaid OCS solution including integration with external intelligent network systems. It supports one-time, recurring, rollover, top-up balances, and shared quotas, against which both default and user-personalized thresholds (for example, low-balance notifications) may be defined.

Feature Modules

Subscriber Data Management is centralized, highly scalable, and coupled with a virtualized bridge to federate existing subscriber databases into a unified access layer.

Quota stores monetary and usage balances for fair-use caps, bill-shock thresholds, roaming caps, recurring, group, and one-time balances, top-up capability, shared wallet and group accounts, subscriber notification, browser redirects, and bandwidth downgrades.

VoLTE offers a 3GPP Rx interface to IMS Voice-over-LTE integration and supports QoS authorization and control for voice bearers.

External Policy and Charging Integration includes the Sy interface for integration with an external OCS.

External SPR Integration allows for querying of subscribers from an external SPR, AAA, or provisioning system. LDAP, SQL, and Diameter integration can be configured in the Service Definition GUI.
